Douglas Olivo

Director of Rural Care and Telehealth Services, Oklahoma Complete Health

Douglas Olivo is the Director of Rural Care and Telehealth Services at Oklahoma Complete Health, a subsidiary of Centene. With over a decade and of experience in healthcare, Doug has led several business development efforts for Humana’s TRICARE contract and created a large in-home assessment program for their Medicare population. He has also spent time as a Counterintelligence Agent and Psychological Operations Detachment Commander with the US Army Reserve, earning a Bronze Star for his actions in Afghanistan. In addition, Doug has served as a management consulting defense contractor in Washington DC, where he built budgets and managed IT portfolios for the Intelligence Community. Doug holds a BS in International Business from the University of Akron and an MBA from Louisiana State University Shreveport. He believes that everyone should have access to high quality healthcare, regardless of their location, and has implemented innovative solutions for rural communities, such as the rural library telehealth booth program. When he is not working, Doug enjoys reading, CrossFit, riding vintage motorcycles, and spending time with his two young boys.

Timothy Law, DO

Chief Medical Officer, Highmark

Dr. Law oversees the Medical Director team at Highmark Inc. and leads efforts on Living Health Solutions Collaborations, the Clinical Quality Governance Committee, the Utilization Management Prior Authorization team, Federal Employee Program and VBR – True Performance.

He began as a member of the Medical Policy Team, where he drove completion of HM CED (Coverage with Evidence) policy to allow better access to new technology for our strategic partners and our members. He now leads the Medical Policy Team as part of his direct reporting structure in Clinical Services. He also serves as chairman of the Care Management and Quality Committee.

Dr. Law is telehealth lead on Highmark’s Covid-19 Command Center team, and led the team in the organization of adding over 1000 codes for inclusion in the coverage policy during the pandemic, helping to bring virtual care to patients in the midst of a pandemic.

A board certified physician with two decades of clinical experience, Dr. Law serves as the Medical Director and Principal Investigator of the Ohio Musculoskeletal and Neurological Institute (OMNI) at Ohio University with multiple NIH grants funding research in healthy aging and wellness.

Dr. Law is in active clinical practice as a rural Family Doctor in Central Ky. He uses virtual health and house calls to perform full service family medicine to include obstetrics and minor orthopedic and dermatologic surgeries.

In addition, he has an aesthetics practice for over 15 years. Trained by vascular surgeons at the Chandler Medical Center in Lexington, KY. He also took his post graduate aesthetics training at the Pfenninger Procedural Institute nearly 20 yrs ago. He currently does traveling Botox and Filler parties around the country and is collaborating medical director for his aesthetics practice in Beverly Hills, CA.

Dr. Law earned his medical degree from Ohio University Heritage College of Osteopathic Medicine, and an MBA in Health Care Management from Indiana Wesleyan University. He completed family medicine residency at Ireland Army Community Hospital, Fort Knox, KY.

Barbara Koch

Senior Vice President, Office of Health Equity, UnitedHealth Group

Barbara Koch is the Senior Vice President, Office of Health Equity, at UnitedHealth Group.  She is an innovative, experienced and collaborative leader, outside-in thinker, passionate about developing talent and leading teams, solving big social challenges, building brand trust, transparent communications, measuring impact and creating partnerships that advance health equity and improve social determinants of health.  Barbara holds a B.A. In Journalism, University of St. Thomas, St. Paul, MN, and is a life-long learner, book editor and writer.

She has more than 25 years of experience leading teams and innovation at national and international non-profits, corporate foundations and CSR initiatives, with a specialty in partnership development, legacy programs, marketing, storytelling and human capital development. Most recent role, my organization focused on food insecurity, hunger and improving nutrition in school food programs, public policy. (Previous careers: journalism & business growth)

Most important: I have two adult children and two grandchildren. I am a Retired Blue Star Mom and proud Latina/Puerto Rican/Boricua. I am a “working daughter” to my 89-year-old Father and am also a Birthing Doula.  Passionate foodie, flower gardener, Pickleballer, Dog Mom, volunteer and mentor to emerging female leaders.

Nina Birnbaum

Medical Director, Innovation Acceleration, Blue Shield of California

Nina Birnbaum is a family physician and the medical director for Innovation Acceleration at Blue Shield of California. Prior to joining Blue Shield in April 2021, she served as the medical director for primary care for a multi-specialty medical group in the Bay Area. Nina’s work is focused around supporting high-functioning, multi-disciplinary teams and amplifying the joy of work in clinical practice.

Nina received her medical degree from Columbia University College of Physicians and Surgeons and completed residency training at UCSF/San Francisco General Hospital. She continues to serve her community as a primary care doctor. In her free time, she enjoys rambling the hills and beaches of the Bay Area with her family, friends and very active canine companion!
