The Disenrollment Tsunami: How to Enhance your Medicaid Redetermination Strategy

This year’s end of the Public Health Emergency and the Medicaid continuous coverage provision kicked off a 12-month unwinding period expected to bring unprecedented churn in Medicaid programs across the country. Redetermination could cause 18M Americans to lose health coverage, creating care gaps for the most vulnerable & widening health disparities.

To navigate Medicaid Redetermination, MCOs must use data-driven strategies to identify members proactively.

Ashley manages a multidisciplinary team that translates Social Risk Intelligence™ into quantifiable business results and community impact. As a public health practitioner, researcher, and management consultant, she has bridged healthcare and public health. Prior to Socially Determined, she built and scaled successful consulting practices for the Premier Healthcare Alliance and Kaufman Hall. Ashley also previously led research and programmatic initiatives for organizations ranging from an academic research center to a network of federally qualified health centers.

She holds a Bachelor’s degree in Economics from Duke University, a Master’s degree in Public Health from Columbia University and is a certified Public Health professional. In 2020, Ashley was recognized by Modern Healthcare as a Top 25 Emerging Leader and “one of the most impressive leaders driving change across the industry.”

Mildred Menos

Director, Medicaid Product
Administration, Horizon BCBS of New Jersey

Mildred has been with Horizon Blue Cross Shield of New Jersey for six years.  In her prior role, she served as Director of Member Advocacy and Community Outreach Transformation for the Medicaid membership. In the past year, Mildred has overseen the development and launch of Horizon’s first mobile application for Medicaid members and worked across lines of business to introduce access to doula services to members on the State Exchange, a first for New Jersey.

Before joining Horizon, Mildred served as the Director of Project Management for the Life Raft Group, where her passion for patient advocacy began. She has served as a Patient Advocacy Fellow with the Drug Information Association and received Seton Hall University’s Young Alumni Impact Award in recognition of her work with the rare disease community.

Mildred is an active member of the Medicaid Health Plans of America, serving on its Board of Directors and Chairing its Communications Committee. She holds an MBA from the University of Pittsburgh, an MA from Columbia University and a BA from Seton Hall University.

Darrel Ng

Vice President, Communications & Marketing, Health Net

In this role, Darrel leads and oversees Health Net teams responsible for marketing and communications on behalf of Health Net and California Health & Wellness. He brings over two decades of experience providing strategic communications counsel to political, government and corporate leaders nationwide. Darrel is an expert in leading public affairs, corporate communications and marketing teams in the healthcare payer, provider and digital health space. In 2021, he helped the state of California to lead COVID-19 vaccine communications for four months, leading the country’s most successful vaccine rollout program.

 

Before joining Health Net, Darrel founded Fast Twitch Communications, a health care-focused strategic communications firm. He also held senior positions at W2O Group and Anthem, Inc. He is a seasoned professional in the world of campaign politics and health policy and has worked on three presidential campaigns – most recently as the director of vice-presidential rapid response for the Romney campaign in 2012. He has also served as a spokesperson for Gov. Arnold Schwarzenegger and the California Department of Insurance.
